
Ahead of tonight’s special meeting of the Village of Monroe Board of Trustees, the Office of the NYS Attorney General has sent a letter to Mayor Dwyer of the Village of Monroe, cautioning that the proposed Local Law 5, known as the Village of Monroe Place of Worship and Schools Local Law, may potentially discriminate against Orthodox Jewish residents.
The proposed Local Law 5 seeks to impose stringent restrictions on the religious practices of Orthodox Jewish individuals in the Village of Monroe, affecting aspects like religious gatherings at residential locations, neighborhood worship places, community worship areas, and schools.
It also introduces special use permits that seem to disproportionately impact the Orthodox Jewish community.
In the letter, the Office of the Attorney General (OAG) suggests that the proposed Local Law 5 could be in violation of both state and federal laws, including the Fair Housing Act and the Religious Land Use and Institutionalized Persons Act. Due to these concerns, OAG recommends that the Board of Trustees postpone any further actions related to Local Law 5 until a thorough evaluation of the proposed law is conducted.
Additionally, OAG requests the Board to provide a written justification for the ordinance, which will be subject to review. If the Board does not comply, OAG indicates its intent to pursue further actions
